Randy Lowell is a member at-large whose term began in 2015.  He is a shareholder with the law firm of Willoughby & Hoefer, P.A. He received a B.A. degree from the College of Charleston, M.P.A. and J.D. degrees from the University of South Carolina, an M.A. degree from American Military University, and an LL.M. degree from The George Washington University. He has served as an adjunct professor at the University of South Carolina School of Law and Charleston School of Law and authored several books and articles. In addition to the College’s board, he currently serves on the National Infrastructure Advisory Council and the board of the South Carolina Chamber of Commerce and previously served on the boards of the South Carolina Humanities and Palmetto Richland Hospital. Randy, his wife, Courtney, and their three children, Natalie Dare, Annabelle, and Graham, reside on the Isle of Palms.
